How to use Visit Japan Web
Visit Japan Web is the Digital Agency's service for registering your immigration and customs information before you fly. At Narita, the joint kiosks let you complete immigration and customs in one step.
In short
- Foreign visitors register the disembarkation card (immigration) and the customs declaration. Japanese nationals register the customs declaration only.
- You get one QR code for both immigration and customs. Each family member needs their own.
- All Narita terminals have joint kiosks (7:00–21:30). Outside those hours, under 135 cm tall, or without an IC passport, use the regular counters.
Who registers what
| Traveler | What to register on Visit Japan Web |
|---|---|
| Foreign nationals entering Japan (tourism, business, etc.) | Disembarkation card for foreigners (ED card) + customs declaration |
| Japanese nationals returning home | Customs declaration |
| Foreign nationals with a re-entry permit or special re-entry, special landing, SOFA/RAA personnel | Not eligible to submit the ED card electronically (Immigration Services Agency) |
Before you fly
- Create an account and add your trip Start at Visit Japan Web (Digital Agency) ↗. Watch out for unofficial sites with similar names.
- Enter the ED card and customs details For a short-term stay (tourism, business, visiting family), enter 90 days or fewer as the length of stay. The Immigration Services Agency says this field is often filled in wrongly.
- Show your QR code A screenshot works. If you edit your details, create the code again.
- One code per family member Enter each accompanying family member separately and prepare a QR code for each.
After you land at Narita
- Joint kiosk Scan your QR code and IC passport and follow the instructions. The kiosk takes your photo, so remove masks and sunglasses. At the end it shows a route letter (a–d) — follow it. If you forget it, scan your QR code at a kiosk again to see it.
- Immigration Foreign visitors go to the booths for kiosk users. Japanese nationals finish at the walk-through gates (face-recognition gates where walk-through gates are not installed).
- Collect your baggage
- Customs If no inspection is needed, you walk through the electronic declaration gate using face recognition — with your cart or wheelchair. If you have goods over the duty-free allowance or unaccompanied baggage, you are directed to a staffed inspection counter.
Joint kiosk hours at Narita
| Terminal | Started | Hours |
|---|---|---|
| Terminals 1 & 2 | Sep 24, 2026 | 7:00–21:30 |
| Terminal 3 | Apr 7, 2025 | 7:00–21:30 |
Hours may change with flight schedules (Immigration Services Agency).
When you can't (or shouldn't) use the kiosk
- Arriving outside 7:00–21:30: foreign visitors show their QR code to the immigration officer. For customs, use the electronic declaration terminals in the customs area or a paper declaration form.
- Under 135 cm tall: the joint kiosk cannot be used. At customs, children under 100 cm use the electronic declaration terminal together with a parent.
- No IC passport: you can use the kiosk, but not the electronic declaration gate, because your face cannot be matched.
- Goods to declare: even after the kiosk, you are directed to a staffed inspection counter.
- Not comfortable with smartphones: the paper ED card and declaration form are still accepted.
Common mistakes
- Showing an old screenshot of the QR code after editing your details
- Not creating codes for family members (one each)
- Entering more than 90 days as the length of stay (short-term stays are 90 days or fewer)
- Showing a code from the old "Customs Declaration app" (invalid since January 25, 2024)
For the full arrival flow see the Arrival Guide; for duty-free allowances and prohibited items see the Customs Guide.
FAQ
Is Visit Japan Web mandatory?
No. The Immigration Services Agency recommends submitting the ED card electronically through Visit Japan Web, but the paper ED card is still accepted. Customs can also be done with a paper declaration form.
Can Japanese nationals use it when returning?
Yes. Japanese nationals register the customs declaration. At Narita, after the joint kiosk they use the walk-through gates (or face-recognition gates) for immigration and, if no inspection is needed, the electronic declaration gate for customs.
Can I use a screenshot of the QR code?
Yes. But if you edit your registered details, create the QR code again — an old screenshot will not work.
Can I register my whole family at once?
Each accompanying family member needs their own QR code, and each goes through the kiosk or declaration terminal individually. The joint kiosk cannot be used by anyone under 135 cm tall.
What if I arrive outside kiosk hours?
Narita's joint kiosks run 7:00–21:30 (hours may change). Outside those hours, foreign visitors show their QR code to the immigration officer, and customs is done at the electronic declaration terminals in the customs area or with a paper form.
Does a code from the old "Customs Declaration app" still work?
No. On January 25, 2024, the immigration and customs QR codes in Visit Japan Web were merged into one, and codes made with the Customs Declaration app stopped working that day.
